The EB-5 program was created to encourage people from other countries to come to the United States and seek a new life. Foreigners will invest a certain amount of money in a business and receive a green card. Unfortunately, this opportunity also opened up the chance for people to defraud the people investing.

The EB-5 program’s purpose was to create jobs in rural areas. However, people began to take advantage of the foreign exchange by tricking investors under false pretenses. Therefore, luring foreigners with hopes of having a new life and gaining a visa, but actually investing under fraudulent pretenses that they believed were legitimate EB-5 investments.
